Why is America in near constant war?

There is more than one reason.

We like to swagger. We like to sway. It lets us feel the clothes, lets us feel the groove, let us show off a bit. We know we can’t always swagger, but we do it where possible.

The government is run by humans and thus their personal bias bleeds into policy and it makes us sway. When we come to our senses and put in some ‘better people’, their personal bias presses back then we swagger. We try to show off too much.

I highly recommend a full rewrite of the laws every year. The other rules are really up to whomever. I push for the full rewrite for the same reason you create 3-5 drafts for every thoughtful piece of work. We must recreate ourselves every year just like the cycle of the seasons. It is natural. We can redefine ourselves and create laws which everyone can understand because they would be principles instead of minutia.

I understand the Spiral.

Do you have any idea how many state and federal statutes there are?

He doesn't but he has some music in him.

He also doesn't know how many people are consulted as a law is drafted.
