The way light hits the statue's face in the morning and in the evening... is different. That's why it appears as though her expression has changed. Learned how to do that in a basic photography course years ago.

Her actual expression is pretty blank. The light angle changes how that lack of expression appears. More solemn in dim light, smiling in bright light. Not a miracle. As far as the 'healing oil'. . . have a scientist take a sample and examine it. It's probably something silly like tea tree oil shackled to some placebo hope.
