You'll have to like the genre though in order to enjoy the movie.

At the moment, the official site seems to be offline or no longer in existence, but here is a plot synopsis from Wikipedia.com:

Two young American tourists, Barbara and Paul, seek help in a small town called Imboca on the coast of Galicia in Spain after their boat becomes shipwrecked. However, the inhabitants turn out to be far from friendly, and, as they discover, not even human, apart from a drunken tramp named Ezequiel. This latter (played by veteran Spanish actor Francisco Rabal - in what would be his last role), tells Paul how the denizens of the town have overthrown Christianity in favour of the fish god Dagon, who has brought them wealth from the sea. Since that time they have mutated into fish-like forms and are in obedience to the beautiful mermaid-like Uxia. Eerily, she has appeared to Paul in his dreams even before they met, and she saves him from being murdered by the locals. However, her plans for him, and for Barbara, unleash horror beyond all imagination.

Eventually we learn Paul's mother escaped from the town years ago, and both he and Uxia share the same father, making them half-siblings; still they are destined to be together for eternity. Here is some info from the website, http://www.cthulhulives.org/cocmovie/

The H.P. Lovecraft Historical Society presents its all new silent film of The Call of Cthulhu. The famed story is brought richly to life in the style of a classic 1920s silent movie, with a haunting original symphonic score. Using the "Mythoscope" process — a mix of modern and vintage techniques, the HPLHS has worked to create the most authentic and faithful screen adaptation of a Lovecraft story yet attempted.

The Call of Cthulhu is HP Lovecraft's most famous story. It is the only story to feature the celebrated monster Cthulhu and in many ways it encapsulates the ideas that went on to permeated Lovecraft's Cthulhu Mythos. The film follows the story's three-part narrative construction, and it moves from the 1920s to 1908 to the 1870s and back, as the story does. The story embodies HPL's nihilistic world view, his cosmic perspective, and his sense that mankind is doomed by its own insignificance. And it's a pretty good globe-trotting adventure story.

(Spoiler Warning) In the story, a dying professor leaves his great-nephew a collection of documents pertaining to the Cthulhu Cult. The nephew begins to learn why the study of the cult so fascinated his grandfather. Bit-by-bit he begins piecing together the dread implications of his grandfather's inquiries, and soon he takes on investigating the Cthulhu cult as a crusade of his own. As he pieces together the dreadful and disturbing reality of the situation, his own sanity begins to crumble. In the end, he passes the torch to his psychiatrist, who in turn hears Cthulhu's call.
