Yes, you right, however this is based on the observations of Kepler of a specific area, and then estimated for the total of the galaxy, kind of reminds me of sampling, like I did in zoology/ecology fieldwork when I was at uni http://en.wikipedia.org/wiki/Sampling_%28statistics%29
