Question: Don't Satanists believe that Satan is the God who rules over something (the Earth, the underworld, Hell)? And if so, aren't Satanists theists?

As far as I understand the stories of a Satan, there is one positive thing about him.  He never rejects anyone.  It's not like you can turn up at Hell's Orifice and be turned away, because you just weren't bad enough.  But seriously, all I have to say on the mater of Satan, can be said in three words.  The same three that apply to all the magic super-beings.
