If she looks to be a woman in need, I might offer to purchase them for her. If she appears to be suffering from kleptomania, it would be best to report her as it may be her only route to getting help for her disorder.

Not my business.
In a failing economy, you never know who's in need. I'd say the POTENTIAL for horrible humiliation outweighs the prospect of the very small and provided for shrinkage costs.
