I smell bullshit... Sounds like some sort of electric current and I don't see how that would make ones genitals smaller...

Are they complaining that their genitals are shrunk? I thought their genitals had been removed.

Sounds like the disorder known as Koro. http://en.wikipedia.org/wiki/Penis_panic . It only happens in some cultures (african, south-east asian) but it's a mass panic disorder where people are convinced that their junk is shrinking and there's nothing they can do.

 There is this other syndrome that the Japanese are particularly susceptible to  - Its called Paris Syndrome.

They get this culture shock and become catatonic when they suddenly realize that Paris is not what they see in their media magazines.
