No, that answers the question WILL they be charged. I asked SHOULD they be charged (assume, for example, that you are a lawmaker deciding what to do).

Hmm as I read it, your statement would make more sense if it read "but not committed" so either you mistyped or I am missing something.

No. A lot of feminists insist (are committed to the idea) that life begins at birth. By saying that killing a fetus in the womb is a murder, they'd be contradicting that.

Duh, OK, my brain thought it saw "conception " there.  *facepalm*

But yes that's a classic case of a "feel good" measure having the wrong consequences (from the point of view of the pro choice woman).

Well, pro-abortionists would say he's guilty only of attempted murder of the mother. In response to Holo's question (below), pro-abortionists would say, "No!"

I don't know what a "pro-abortionist" is if it is not about as semantically accurate as "pro-life" but indeed in general I would say "No!" Even though I find it despicable and it utterly disgusts me to (usually with utter disregard) willfully jeopardize the life of the mother, not for another human life, but for a dogma. I think we've seen too much cases of that lately. In the most recent case of "Beatriz" in El Salvador (where human lives are in such high regard anyway, especially women) fortunately she was allowed to have her life-saving abortion at the last moment. 

But it depends on circumstances. 

I'm so happy to hear that Beatriz got her abortion. I didn't know that. 

I see it as an aggravating factor. In the case of the woman who survives but loses her baby, that loss of a future that was dreamt about and relied upon constitutes a damage. In the case of a woman who was murdered while being pregnant, it's a loss and damage to the potential child's father, grandparents, and perhaps even the community.
