It begs "how close to zero" can we measure?

But wait... you're just messing with us with your two decimal places, aren't you?

That made me think for almost ten minutes!

I guess a "frame of reference" must be defined. In this case the whole solar system is moving at the same velocity, if indeed it's considered to be moving at all wrt a reference outside of the solar system.
